Flex basically means show off, brag, or post something to make people think you are impressive, rich, or better than them. If someone says no flex, they mean do not brag, and if they say weird flex but ok, they are side eyeing you for being a little too proud about something. It is like the social media version of doing a bicep pose, but with your life as the muscle.
